REP COUNCIL MEETING MINUTES

May 13, 2008 3:30-5:35PM at Mt. Hamilton CTA


I Come to Order 3:34PM

II Approval

Minutes from April Rep Council – Secretary (Rob) - 5 min.

Treasurer’s Report – Treasurer (Julie) – 5 min.

  1. Recent Transactions

  2. 2008-09 Budget Discussion – Approval will be sought at June Rep Council

  3. Election Co-Chair stipend

    1. Motion made (Julie Zlatunich) and seconded (Peter Davis) to pay the 2 election chairs $150 each per election and to pay each helper $60 each. Approved Unanimously 21-0

  4. Summer Institute – Julie – 3 min.

    1. Motion made (Julie Zlatunich) and seconded (Peter Davis) to fully fund up to 8 members plus cover air fare for the 3 members going through Mt. Hamilton (which does not pay for air fare.) Approved Unanimously 21-0

III Building Concerns --- Write down on form provided – 20 min.


Summerdale (Pat Park): Under the new custodian plan, there are 2 hours of no coverage during the school day. When kids get sick, either in the bathroom or in the classroom, the lack of a quick response causes unsafe conditions for students and staff.


Response: Beth Hansen said she will bring it up at the May 13th BUSD Board of Trustees Meeting


IV Old Business


  1. Organizing Team – Jill – 5 min.

    1. We still need members from Sierramont, Ruskin and Laneview

    2. Committee meets at least 1 X per month

    3. Plan is for teachers to wear ribbons EVERY DAY

  2. Special School Board meetings April 24th and May 13th – Joyce – 5 min.

  3. Negotiations Bargaining Chair Dave Singh – 10 min.

    1. 3 meetings so far

    2. So far, the only agreement is on how to conduct negotiations, which is to caucus in order to craft and speak uniformly in response rather than individually which would possibly divide our team

    3. CTAB opened with Article 12 Clarification needed especially for reassignment and rotating combination classes, etc.

    4. District opened with Article 16 (Leave / PNS)

    5. Special Ed Issues: Both sides agreed to look at Special Ed issues and see where in the contract it should be covered.

  4. Elections – Katie and Sandra -15 min.

    1. Packets with ballots and other materials for election distributed to the Reps.

    2. Site reps have the option of tallying ballots before delivering them to the Elections Committee.


  1. Rally

    1. District May 2nd Low turnout. Consensus seemed to be it was a Friday

    2. CTA Bay Area May 14th at Eastridge, Various other sites SHIRTS to take back to your sites. Push for a good turnout.

  2. Letters to the Editor Joyce – 5 min.

    1. Continue to contact legislators. Suggestion was made to have members contact relatives in GOP districts to lobby their legislators.

    2. Information also included in State Council report


V New Business


  1. PAC : School Board Interview Time line for Nov. Election– Joe – 5 min. We are now looking for new interview members. Joe said that Mike Keita may chair it for 2008-09

  2. October Leadership Conference – Joyce – 3 min.

    1. Motion (Rob Curry) and second (Pamela Thomasson) for CTAB to fully fund up to 15 members to attend the Oct17-19 Region 1 Leadership Conference. Passed unanimously by voice vote.

  3. State Council Update – Joe – 5 min. We need to fight for public education Written report distributed by reps to distribute at sites

  4. CTAB Resolution to Governor – Joyce – 5 min.

    1. Motion (Peter Davis) and seconded (Mark Owens) to approve the Resolution to the Governor. Approved Unanimously by voice vote

VI Other – 10 min.

1. Retirement: No party at CTA Mt Hamilton. We will give our retirees a $100 American Express gift card

May 2nd District Rally Hears From Assembly Members














The May 2nd District Rally may have attracted less than 100 participants, but those who attended heard insights from our 2 local state Assembly Members, Jim Beall and Joe Coto and a discourse in how we must continue lobbying the governor from CTA Board of Director Don Dawson. CTAB President Joyce Singh and BUSD Superintendent Marc Liebman likewise urged those gathered to continue calling the governor.
